Dr. Mouden is Cigna’s Eastern Regional Dental Director. His responsibilities include clinical policy development, and serving as a clinical expert for clients, members and providers.

Dr. Mouden most recently served as the Vice-President for Quality and Performance for Guardian Life Insurance Company. He was in private practice in rural Missouri for almost 20 years, served as the State Dental Director in the state public health departments in both Missouri and Arkansas, and retired as the Chief Dental Officer for the federal Centers for Medicare & Medicaid Services in Washington, DC.

Dr. Mouden earned his undergraduate degree in cell biology at the University of Kansas, earned his Doctor of Dental Surgery with distinction from the University of Missouri at Kansas City in 1975, and earned his Masters in Public Health from the University of North Carolina.

He is an internationally-recognized author and lecturer on the legal and clinical aspects of family violence prevention, oral health advocacy and dental benefits. Dr. Mouden is a Fellow of both the International and American Colleges of Dentists, is an active member of the American Dental Association, and has served in numerous leadership roles at the local, state, and national levels. He is a Life Member and Past President of the Association of State and Territorial Dental Directors. For his efforts in oral health advocacy and family violence prevention, he received the dental association’s Dentist of the Year and Distinguished Service awards.
